Statewide offices

Building permits

Texas has no statewide residential building permit. If you are inside a city, the city issues permits; in unincorporated areas most counties have no building permit program, so check with your county first and with your septic and floodplain offices. Coastal properties also need windstorm certification to get state-backed windstorm insurance.

Check a builder's license

Texas does not license general home builders at the state level. Electricians, plumbers, and HVAC contractors are licensed by the state, so you can verify those trades. For builders, check references, written contracts, and complaints.

Energy code

The State Energy Conservation Office (Texas Comptroller) maintains the statewide residential energy code; your city or county building office enforces it where it has a program.

Septic and wells: who to contact

You'll almost certainly need a septic permit. A licensed site evaluator tests the soil first, and a licensed installer builds the system. Homes alone on 10 acres or more may be exempt under strict conditions. Texas septic guide

Septic permits

Your county (or another local authorized agent) issues septic permits in most of Texas; where there is no local agent, the state environmental agency (TCEQ) issues them. Look up your county to find who handles your permit.

Licensed septic installers & designers

The Texas Commission on Environmental Quality licenses septic installers and site evaluators, and engineers or registered sanitarians can also do the site evaluation and design.

Water wells

Private water well drillers and pump installers are licensed by the Texas Department of Licensing and Regulation. Many areas also have a local groundwater conservation district that may require a well permit.

How windstorm certification works

Will a barndo suit the Texas climate?

Short answer: yes, but in most of Texas the job is keeping heat out, not keeping it in. Here's a typical year in four parts of the state.

Financing and property tax

Property tax & farm valuation

Your county appraisal district sets property values and handles agricultural (open-space) valuation applications; the county tax office collects the tax.

Insurance help

The Texas Department of Insurance helps with insurance questions and complaints, and handles coastal windstorm insurance questions.

Before you buy land

  1. Is the parcel inside a city, or in its extraterritorial jurisdiction?
  2. Has the county adopted residential building standards?
  3. Who permits septic here, and will the soil pass a site evaluation?
  4. Is it in a windstorm county?
  5. Will your lender finance a barndominium on this land?
  6. Do deed restrictions or HOA rules allow a metal-sided home?
